Federal workers in Washington were asked to stay home Monday except for emergency employees. Students in some schools in the nation's capital also got a snow day.

As crews worked today to clear a second runway at Pittsburgh International Airport, travelers encountered snow-related problems getting off the ground and getting out of airport parking lots. For three sisters from Beaver County, it was a life-or-death problem. "Our mother wants to see her children before she passes away, but we're stuck here," said Susan Patti, 62, of New Sewickley.

The Senate was preparing to return for work on Tuesday despite still-lousy transportation conditions in downtown D.C. Forecasters say they'll arrive at the exact time as a fresh blast of snow. The Senate cancelled its planned vote on Monday after the Washington area was blasted by a weekend snowstorm. The House was not scheduled to be open on Monday, and was to reconvene on Tuesday at 12:30 p.m. Leadership aides said there are no changes to that schedule so far.

They are likely to be digging out all over again after another heavy snowfall forecast to start Tuesday afternoon. The news on Monday was mostly upbeat, as the sun shone on the thick blanket of snow covering Washington, Philadelphia, Baltimore and the dense suburban nexus around and between them. In Washington, federal agencies that employ 230,000 workers kept their doors shut on the first weekday since the snowfall.

A body was found in the landing gear bay of an airplane that arrived at Tokyo's Narita Airport Sunday, the airport announced. The dead man was not carrying a passport or personal belongings, airport police said. The man was of dark complexion and dressed in blue jeans and a red and dark blue long-sleeved shirt, police told CNN.

DALLAS — Federal regulators are proposing a penalty of nearly $2.5 million against a sister carrier of American Airlines for not making sure crews had accurate information about the weight of baggage on dozens of flights. The Federal Aviation Administration announced the penalty Monday against AMR Corp.'s American Eagle.

Myrtle Beach—Workers have demolished the Old Myrtle Beach Aviation Building and are removing debris from the building site. Lauren Morris, Horry County Dept. of Airports Marketing Director says the building was originally scheduled to be torn down last fall but was delayed due to an asbestos problem in the building. Morris says the site of the old building will used for parking at the new terminal, which opened in October.
